Its hard finding a program to do it - most people do it on their own. I know I had to. I had to keep using Photoshop to smudge and copy my way into make a good seamless picture. A lot of programs in fact don't do it for you, they just give you an easier environment to making seamless textures on your own. Best of luck Imp!Best program for making seamless tile textures?
This is more skill than a program doing it for you. As for free software, you can use GIMP to create the tile.
