I think you might mean ';glossy'; which refers to the finish on prints. It's to be distinguished from a ';matte'; finish which is rougher and doesn't reflect light in the same way.Smooth texture on pictures?

The first is typically down to poor lighting, editing wrongly, using insufficient bit depth, mis-preparation for a colour space or destination printer, or using editing tools clumsily.
The second is where the image starts to break up into it's individual picture elements = insufficient data / over enlarged.
